WEDSTRIJDREGLEMENT
4e ENECO RONDE VAN HET GROENE HART

Artikel 1:
Artikel 2: De wedstrijd wordt betwist door de categorie heren "Elite met contract". De wedstrijd maakt deel uit van het UCI Europees klassement. In overeenstemming met het reglement worden de volgende punten voor het klassement toegekend: zie betreffend kader
Artikel 3: Deze wedstrijd, waaraan de afstand 207.4 km bedraagt, staat in overeenstemming met art. 2.1.005 van het reglement UCI open voor ProTour Teams, Continental ProTeams, Continental Teams en de nationale selectie. In overeenstemming met art. 2.2.003 van het reglement UCI is het aantal renners per ploeg minimaal 5 en maximaal 8.
Artikel 4: De wedstrijd wordt verreden onder auspiciën en volgens de reglementen, jaarlijkse besluiten en nadere bepalingen en instructies van de UCI en de KNWU.
Artikel 5: De deelnemers worden geacht op de hoogte te zijn van de te volgen route en van de reglementen, bepalingen en instructies van de UCI, de KNWU en de organisatie.
Artikel 6: Het uitreiken van de rugnummers, kaderplaatjes en transponders vindt plaats op zaterdag 20 maart 2010 vanaf 15.30 uur tot uiterlijk 16.45 uur in het Gemeentekantoor gemeente Pijnacker-Nootdorp, Oranjeplein 1, Pijnacker, tel. +31 (0)15 3626262. De rugnummers dienen door de ploegleiders of diens gemachtigde te worden afgehaald op vertoon van de geldige licentie van de deelnemers(s) en begeleider(s). In verband met het vervaardigen van definitieve deelnemerslijst worden er na 16.45 uur geen mutaties van ingeschreven ploeg meer geaccepteerd (niet ingeschreven renners kunnen niet meer starten). Na afloop van de wedstrijd hoeven de rugnummers niet te worden ingeleverd.
Artikel 7: De definitieve deelnemerslijst wordt door de organisatie tijdig afgegeven aan de ploegleiders en juryleden in de permanence.
Artikel 8: De juryvergadering zal op zaterdag 20 maart 2010 plaatsvinden om 16.00 uur in het Gemeentekantoor gemeente Pijnacker-Nootdorp, Oranjeplein 1, Pijnacker, tel. +31 (0)15 3626262.
Artikel 9: De ploegleidersvergadering op zaterdag 20 maart 2010 plaatsvinden om 17.00 uur in het Gemeentekantoor gemeente Pijnacker-Nootdorp, Oranjeplein 1, Pijnacker, tel. +31 (0)15 3626262. Hier zullen de ploegleiders tevens de bescheiden voor de materiaal-/ volgwagens ontvangen.
Artikel 10: De radiocommunicatieapparatuur wordt op zaterdag 20 maart 2010 uitgegeven vanaf 14.00 uur op het parkeerterrein van het Gemeentekantoor gemeente Pijnacker-Nootdorp, Oranjeplein 1, Pijnacker.
De deelnemers stellen zich in Pijnacker op de Parking van Sporthal De Viergang, Sportlaan 1B op aanwijzingen van de jury.
Artikel 12: De geneutraliseerde start vindt plaats om op zondag 21 maart 2010 om 11.40 uur precies. De deelnemers zijn verplicht tenminste 15 minuten voor de start aanwezig te zijn, voorzien van de door de organisatie uitgereikte en duidelijk zichtbaar en reglementair aangebrachte rugnummers. Ook het via de organisatie uitgereikte kaderplaatje en de transponder dienen op de juiste wijze aan de fiets te zijn bevestigd. De reële start vindt plaats op de Ypenburgse Boslaan, Den Haag. De neutralisatielengte is 7.8 km.
Voor zover bevoegd en daartoe voorzien van een organisatie- en/of KNWU strook en radio ontvanger, stellen de voertuigen van de volgerskaravaan zich vanaf 10.15 uur op in de omgeving van de Sportlaan. Het meerijden in de karavaan door niet-officiële personen en/of voertui¬gen is verboden. Zij zullen, eventueel na overleg met de wedstrijdleiding, door de begeleidende politie-escorte uit de karavaan worden verwijderd.
Artikel 14: De bezemwagen voor materiaal is herkenbaar aan de bezem en is de laatste wagen in de karavaan.
Artikel 15: Op de punten die gevaar kunnen opleveren worden door de organisatie personen met een gele vlag en fluit geplaatst. De deelnemers dienen op de op deze wijze aangegeven punten de uiterste attentie en voorzichtigheid te betrachten.
Artikel 16: De deelnemers en hun begeleiders zijn verplicht alle aanwijzingen van politie, jury en door de organisatie aangestelde officials en medewerkers op te volgen. Het negeren van deze aanwijzingen zal minimaal leiden tot een startverbod of uitsluiting van de wedstrijd.
Artikel 17: Zuideramstel-premiesprint: één premiesprint (Stadsdeel Zuideramstel-premie) zal plaats-vinden na 146.8 km op de De Boelelaan, Amsterdam. Premie voor de winnaar: € 100.-
Artikel 18:
De Telegraaf Telesport-Prijs meest strijdlustige renner: € 250,-.
Artikel 19: De Paul Nouwen Bokaal: deze bokaal zal worden toegekend aan de beste jongere renner in de daguitslag. Hiervoor komen renners in aanmerking die zijn geboren na 01-01-1987.
Artikel 20: De verzorging is na 102.0 km in Geestdorp (gemeente Woerden) op de Ir. Enschedeweg/ N212 tussen hm.p. 12.7 en hm.p. 11.5.
Artikel 21: Shimano zal vanuit 3 volgwagens voorzien in de verzorging van neutraal materiaal
Artikel 22: Het is ten strengste verboden voor de renners en/of hun begeleiders gebruik maken van de naast de weg gelegen fietspaden. Indien dit wel gebeurt, volgt onherroepelijk diskwalificatie.
Artikel 23: Renners die op een grotere achterstand dan 5 minuten t.o.v. het peloton rijden zullen door de jury of politie uit de wedstrijd worden gehaald.
Artikel 24: De finish vindt plaats omstreeks 16.30 uur op de Osylaan t.h.v. parking Hoogvliet in Zoetermeer.
Artikel 25: De juryvergadering na afloop van de finish op zondag 21 maart 2010 zal plaatsvinden in de Jurywagen Römers bij de finishlijn.
Artikel 26: Verkleed- en wasgelegenheid op zondag 21 maart 2010 na afloop van de wedstrijd is in de gymzaal Osylaan, Leidsewallen 10 - 12, Zoetermeer.
Artikel 27: De wedstrijd sluit uiterlijk 20 minuten na aankomst van de winnaar of direct na aankomst van de bezemwagen (te bepalen door de jury).
Artikel 28: Huldiging: de eerste drie renners in de wedstrijd, de winnaar van de Telegraaf Telesport-prijs en de winnaar van de Paul Nouwen Bokaal, i.v.m. de TV-uitzending, direct na aankomst gehuldigd op het podium bij de finishlijn.
Artikel 29: Een Doping controle zal plaatsvinden in de Dopingwagen fa. Römers, die is geplaatst direct achter het huldigingspodium bij de finishlijn.
Artikel 30: Protesten kunnen na afloop van de wedstrijd bij de voorzitter van de jury schriftelijk worden ingediend, mits binnen de daarvoor reglementair gestelde tijd, die daartoe bereikbaar is in Jurywagen Römers.
Het straffenbarema van de UCI is van toepassing.
Artikel 32: De organisatoren dragen geen enkele verantwoordelijkheid voor ongevallen of schade aan derden, zowel vóór, tijdens als na de wedstrijd.
Artikel 33: Op de individuele uitslag is het prijzenschema van de UCI klasse 1.1 van toepassing.
Artikel 34: Bij het niet nakomen van dit reglement wordt de betreffende deelnemer uit de wedstrijd genomen of vinden anderszins sancties plaats tegen de betreffende begeleider.
Artikel 35: Koersinformatie zal worden verstrekt op Radio Tour frequentie 155.9375 MHz
Artikel 36: In gevallen waarin dit reglement niet voorziet beslissen m.b.t. wedstrijdtechnische aangelegenheden de wedstrijdcommissarissen en m.b.t. organisatorische aangelegenheden de organisatie.
De ziekenhuizen langs de route zijn vermeld in een apart kader (zie pag. ...).

RACE REGULATIONS
4th ENECO RONDE VAN HET GROENE HART

Article 1: "De Eneco Ronde van het Groene Hart" hereafter called "the race" will take place on Sunday, 21 March 2010 organised by "de Stichting (Foundation) Ronde van het Groene Hart" hereafter called the "organisation", which at the same time is holder of the race license (KNWU), the permits and dispensations. These documents are available for review from the Race director of the organisation.
Article 2: The race is being judged according to the category of "Men Elite with contract". The competition is part of the UCI Europe Tour. In agreement with the regulations, the following points from the league are awarded: please be referred to related box.
Article 3: This race, which amounts to the distance of 207.4 km, stands in agreement with article 2.1.005 of the UCI regulation open for ProTour Teams, Professional Continental Teams, Continental Teams and the national selection. In agreement with article 2.2.003 of the UCI regulation, the number of riders per team should be a minimum of 5 and maximum of 8.
Article 4: The race is held under the supervision of and according to the regulations, yearly amendments and further stipulations and instructions of the UCI and the KNWU.
Article 5: The participants are expected to be informed about the route to follow and of the regulations, stipulations and instructions of the UCI, the KNWU and the organisation.
The distribution of back numbers, frame numbers and transponders takes place on Saturday, 20 March 2010 from 15:30 but no later than 16:45 in the Office of the Municipality Pijnacker-Nootdorp, Oranjeplein 1, Pijnacker, phone +31 (0)15 3626262. The back numbers should be picked up by the team manager or someone empowered on his behalf with proof of a valid license of the participant(s) and staff. Since a definitive participant's list needs to be made, no changes to the registered team will be accepted after 16:45 (riders who are not registered will not be allowed to start). After the race the back numbers do not need to be returned.
The definitive participant's list will be given timely to the team leaders and jury members in the permanence by the organisation.
Article 8: The jury's meeting will take place on Saturday, 20 March 2010 at 16:00 at the Office of the Municipality Pijnacker-Nootdorp, Oranjeplein 1, Pijnacker, phone +31 (0)15 3626262.
Article 9: The team manager's meeting will take place on Saturday, 20 March 2010 at 17:00 at the Office of the Municipality Pijnacker-Nootdorp, Oranjeplein 1, Pijnacker, phone +31 (0)15 3626262. During this time the team managers will also receive the information / items for the following cars.
Article 10: The radio communication equipment will be distributed on Saturday, 20 March 2010 starting from 14:00 on the car park of the Office of the Municipality Pijnacker-Nootdorp, Oranjeplein 1, Pijnacker.
The riders assemble in Pijnacker at the Parking of Sporting Accommodation De Viergang, Sportlaan 1B directed by the jury.
Article 12:
The neutralised start takes place on Sunday, 21 March 2010 at exactly 11:40 h. The riders are required to appear at least 15 minutes before the start, being in the possession of their back number which was distributed by the organisation and must be clearly visible.
As far as authorised and equipped with an organisation and/or KNWU slip and radio receiver, the vehicles of the following caravan will line up near the Sportlaan starting from 10:15 h. The joining of the caravan by non-official personnel and/or vehicles is forbidden. In agreement with the race management they may be removed from the caravan by the police escort.
Article 14: The sag wagon for material is recognizable by the broom and is the last vehicle in the caravan.
Article 15: At the locations that may be dangerous, the organisation will place people with a yellow flag and whistle. The riders need to navigate these locations with the utmost attention and care.
The riders and their escorts are required to follow all directions from police, jury and by the organisation appointed officials and support staff. The disregard of these directions will at least result into the disqualification from the race.
Article 17:
Zuideramstel-premium sprint: one sprint (CityDistrict Zuideramstel) will be held after 146.8 km on the De Boelelaan, Amsterdam.
Article 18:
The Telegraaf Telesport-Prize most competitive rider: € 250,-.
Article 19: The Paul Nouwen Trophy: this trophy will be awarded tot the best young rider in the day classification. Riders born after 01-01-1987 are eligible for this award.
The feeding zone is after 102.0 km in Geestdorp (municipality of Woerden) on the Ir. Enschedeweg/N212 between hm.p. 12.7 and hm.p. 11.5.
Article 21: Shimano will provide technical assistance (technique neutre) by 3 following cars.
Article 22: It is strictly forbidden for the riders and/or their escorts to make use of the cycling paths along the side of the road. If this does happen, the result will be immediate disqualification.
Article 23: Riders at a bigger time gap than 5 minutes behind the bunch will be taken out of the race by the jury or the police.
Article 24: The finish takes place about 16:30 at the Osylaan near Parking Hoogvliet in Zoetermeer.
Article 25: The jury meeting at the end of the race will take place on Sunday, 21 March 2010 in the Jury-truck Römers near the finish line.
Article 26: After the race Sunday, 21 March 2010, dressing and washing facilities will be available at the sports facility Osylaan, Leidsewallen 10 - 12, Zoetermeer.
Article 27: The race closes at the latest 20 minutes after the arrival of the winner or directly after the arrival of the sag wagon (to be decided by the jury).
Article 28: Ceremony Protocolaire: the first three riders of the race, the winner of the Telegraaf Telesport- Prize and the winner of the Paul Nouwen Trophy shall attend the ceremony protocolaire, which is held, in relation to the live TV-broadcast, immediately after the finish at the podium near the finish line.
An Doping control will take place at the Doping Control Cabin of Römers, which is placed immediately het podium ceremony protocolaire near the finish-line.
Article 30: Protests can be submitted to the president of the jury in writing after the end of the race, provided that the submission is completed in the time-frame as stated in the regulations. The president of the jury will be available in the jury truck Römers.
Article 31: The penalty scheme of the UCI is applicable.
Article 32: The organisers do not accept any liability for accidents or damages to third parties, neither before, during nor after the race.
Article 33: For the individual classification the prize scheme for UCI class 1.1 is applicable.
Article 34: In the event that a participant does not follow these rules and regulations, the participant may be expelled from the race or the involved escort may be subjected to sanctions.
Article 35: Race information will be given on Radio Tour, frequency 155.9375 MHz
Article 36: In situations that were not anticipated by these regulations, the race commissaires will decide on issues concerning race-related issues and issues concerning organisational aspects will be decided by the organisation.
Article 37: The hospitals along the route are listed in a dedicated box (please be referred to page ...). |
